Samantha Moore

Samantha MooreSamantha Moore is the majority shareholder of Recourse Communications, Inc. (d/b/a RCI Recruitment Solutions, Inc.) and Executive Vice President of Client Services. Her experience with the company is deeply rooted in its history as she played an integral role of growing the company together with Michael Moore, CEO of the company. Consequently, her career experience, spanning more than 20 years, began and continues with RCI.

To list all of Samantha’s titles held at RCI would border on the impossible. Her many roles within the firm have given her a unique understanding of the recruitment process that allows her to muster the creative thinking that delivers bottom-line results. Having held a position and taken on duties in virtually every department within the company, Samantha is unique in that she possesses a comprehensive, yet detailed knowledge of each facet of RCI’s operation. Her experience has had a profound impact on the success of its products and services because of her keen understanding of how each is implemented and brought to fruition for the benefit of the HR community and hiring managers nationally.

Since 1985, she has assumed increasing levels of responsibility within the company, from technology and product development to delivery systems and client services. In the early 1980s, she diligently spearheaded the procedures for the administration and accounting departments and took on roles in the circulation department of RCI’s various print publications. From 1987 until 2003 she played a key role in establishing and executing the MIS/IT needs of the company. In 2003, RCI gained the most benefit of Samantha’s expertise by applying her acquired industry and company knowledge to the client services area.

Her proficiency in information technology has proven vital to our Applicant Tracking division. She has effectively implemented Applicant Tracking Systems for large and small corporations of various industries. Companies such as Consolate Healthcare (previously Tandem Healthcare); HCA Healthcare (Shared Services division), which consists of 170 hospitals and 113 surgery centers; All About Staffing, responsible for nurse and allied staffing for HCA; Jetro Cash & Carry; and New York Life Insurance have benefited from her ability to execute customized systems. Her role as project manager, director and most recently, Executive Vice President of Client Services, has revealed her excelling ability to lead her team and build relationships with clients.

Samantha lives in Palm Beach Gardens, FL with her husband and her two children.

Michael Moore

Michael MooreMichael Moore has over 21 years of leadership experience in the recruitment industry, building brands and strategically guiding companies, in employment and recruitment services. As Co-Founder, CEO and Chairman of the Board of Recourse Communications, Inc. (d/b/a RCI Recruitment Solutions, Inc.), Mike grew from a recruitment sales professional to entrepreneur. Acquiring the company in 1986, he quickly expanded it from a publisher of small employment guides to a national human resources services organization.

With 150 employees and nine product divisions, Mike’s hands-on involvement has provided him with a strong knowledge of workforce planning, recruitment, and human resource technologies. Over the years, he has led RCI through many changes anticipating the needs of the HR community. He developed timely products and services within many divisions including a recruitment advertising agency, national search firm, national recruitment/employment magazine, job fair organization and seminar series.

Through Mike’s clear foresight, RCI evolved into many innovative products as the foundation for his creative 8-step approach to workforce planning and recruitment. In 1993, he designed a seminar series used as a national educational tool for candidates. In 1995, he successfully led his company into the initial stages of Internet recruitment with bestjobsusa.com and established a partnership with USA TODAY to publish the Employment Review career section of the newspaper. Mike also established a search division consisting of talented recruitment specialists that would take recruitment to the next level. As a turning point in his career, he positioned the company as a leader in the recruitment industry and has since established the RCI Center of Excellence, a national SHRM certification training program and series of seminars assisting in hiring and retention practices.

Mike’s visionary quality keeps RCI ahead of industry trends. Every day he speaks with every level of HR practitioner hearing their concerns and responding with the tools they need for strategic hiring, candidate screening and assessment, retention, and advancements in HR technology.

Mike holds a Bachelor of Science degree in Political Science from RI College, Providence, RI. He lives in Palm Beach Gardens, FL with his wife and 2 children.

Pat Matarese

Pat MataresePat Matarese is the CFO and President of Recourse Communications, Inc. (d/b/a RCI Recruitment Solutions). Applying his 25 years of experience in the accounting and finance field, he oversees the company’s finance, legal, real estate and information functions. His role extends beyond operational oversight, fiscal control and corporate governance. Since joining the company as CFO in 1990, Pat has successfully navigated this company through transitional, survival, and growth situations. He became Treasurer on the Board of Directors in 1993.

Pat has worked diligently at broadening the scope of RCI to the national level. He relocated the company’s headquarters from New England to Florida, expanded it to 150 employees, and has been instrumental in opening three offices. In the 1990s, Pat successfully led the company through a period of significant growth from $2 million to $24 million in revenue. Most recently, he was named president of the company, overseeing RCI’s corporate planning and strategy efforts.

Pat has consistently applied technology to advance the company and exceed industry standards. Early on, he converted the company’s accounting system from a manual process to an automated process and developed an automated system for the company’s back office and customer service functions. He has since maintained a level of updated state-of-the-art technology that has been instrumental in assuring that RCI is better positioned to service its clients.

Pat’s career, since graduating with a Bachelor of Science degree in Business Administration from the University of Rhode Island in Kingston, RI, has placed him in a variety of management, accounting and auditing positions. After serving several years at PriceWaterhouse he joined a private CPA firm in Providence prior to transitioning to RCI.

He resides in Jupiter, Florida with his wife and three children.

Ed Rao

Ed RaoEd Rao has held many positions with Recourse Communications, Inc. (d/b/a RCI Recruitment Solutions, Inc.), growing with the company and acquiring the industry knowledge necessary to tailor each and every one of RCI’s products to the needs of its clients.

In 1997 Ed began his career at RCI as the Director of Business Development, responsible for the relationship between RCI and national recruitment advertising agencies. Under his direction, agency business increased by 20 percent. Two years later he became the Chief Operating Officer of RCI Next Generation, RCI’s recruitment advertising division, managing its $8 million recruitment advertising business. In 2002, as the company’s focus broadened, Ed took on a larger role as Vice President of Advertising Services for RCI Recruitment Solutions, supervising ad placements and relationships with advertisers.

In 2006, Ed became Secretary on the Board of Directors and forged ahead as the Senior Vice President of Client Services, responsible for overseeing the delivery of all of RCI products. Ed uses his wealth of experience and knowledge within the recruitment industry to fulfill clients' needs by implementing the systems and processes necessary for them to profit most from RCI’s products and services.

Prior to joining RCI, Ed was the Project Manager for Mt. Vernon Group Architects of Winchester, MA. He graduated from Providence College, Providence, RI with a Bachelor of Arts in History and attended the University of Rhode Island and the Boston Architectural Center.

He lives with his wife and son in Hobe Sound, Florida.
